TRAI tried to end SMS spam. Then OTPs | Stopped coming through

India’s digital ecosystem came to a standstill this week, and you didn’t even know it was too late. The reason? OTP messages will not be delivered. Normally, one-time passwords (or OTPs) that you get for two-factor authentication stop coming when making online payments. Because of this, people cannot shop online, pay for their Zomato / Swiggy order or even transfer money. These days you rely on social media apps for basic messaging, but when it comes to key banking activities, good ol OTP messages remain your only choice.

So what triggered this catastrophic event? As you read earlier this week, banks and e-commerce companies’ performance has deteriorated as telecom service providers (TSPs) are changing the way they deliver SMS to your inbox. This behind-the-scenes activity is part of an effort to stop spam SMSes and promotional messages associated with malware threats to your device.

Where it all started

It all started a few years ago, when the Telecom Regulatory Authority of India (TROI) wanted to find a solution for SMS spam. The best way is to use the technology at the backend with the help of blockchain, according to the available forces. Telcos ordered the implementation of the new Distributed Ledger Technology (DLT) approach, which allowed system errors to be addressed.

How does it work?

With DLT, telcos can cross-check the content of the SMS before delivery to the mobile user. This process is called scrubbing. The details of this change were not shared with the public. Above all, telcos thought implementation was a breeze: the registry would be counted and no one would realize the changes in the background. While the system seems foolproof, the moment the DLT was deployed, things went awry very quickly.

What happened?

Ideally, all major services such as Airtel and Vodafone should be registered for the SMS system. It is basically the message title of the service and the template registration with the telecom operator. The blame-game indicates that Telcos did not implement it properly. This means that telcos have blocked all unverified SMS messages from their end. And this failure has a double-down effect on the rollout of OTP messages used for two-factor authentication of online transactions and payments.

The real reason behind the problem that caused this big malfunction is still unclear. But in the end, it had to cope with the consequences of such an action, or its absence. Spam has become a digital nuisance, and TRAI has tried many ways to reduce its prevalence. But a large number of mobile and internet-dependent users have worked in favor of spammers. Constantly, it was difficult to intercept such messages because the titles were not verified. This causes people to lose money by accessing messages with malicious intent.

What now?

TRAI had to intervene and take matters into its own hands. First, it asked Telcos to pause system execution so that people could start receiving important OTP messages once again. But the telecom body concluded that the pause would be used to find the problem at the backend and make the necessary tweaks to make this exercise a success.

In addition, service operators that use telecom channels to send promotional messages have three days to comply with the new TRAI regulations. If this fails, the names of the evaders will be displayed on its website. And if they still do not comply with the rules, they will be prevented from sending SMS in bulk.

The intentions of TRAI seem straightforward and the need to reduce the amount of spam in circulation is a well documented story. As India looks to rely on digital services to build its future products, it is important to reprimand defaulters at all levels and ask them to change the way business operates in their world.
